Promotion and Postings of Senior officers

The State government on Thursday promoted and transferred several IPS officers across Tamil Nadu.

Karan Singha Additional Director-General of Police Armed Police was transferred and posted to head the Crime Branch CID (CBCID) Chennai.

Sanjay Arora Inspector-General of Police/Additional Commissioner of Police (Headquarters) Chennai Police was promoted and posted as ADGP Operations in the place of N. Tamilselvan posted as ADGP Armed Police.

Sunil Kumar IGP/Member Secretary Uniformed Services Recruitment Board was promoted and posted as ADGP/Special Officer Tamil Nadu Police Transport Corporation. He will also head the Tamil Nadu Police Academy in the place of K.P. Maghendran holding additional charge.
Sunil Kumar Singh IGP/Commissioner of Police Tirunelveli has been promoted and posted as ADGP/Member TNUSRB.

S. Davidson Devasirvatham Deputy Inspector-General of Police Intelligence was promoted and posted as IGP West Zone Coimbatore.

Police officers’ meeting to combat naxal menace held

Database of naxals operating in the forests of the three States exchanged More than 150 officers participated in the meeting

An inter-State meeting of senior police officers from Karnataka, Tamil Nadu and Kerala, along with forest officials, was held here on Saturday to chalk out steps to combat the menace of naxalites, who are reportedly active in the border areas of the three States, with focus on their sightings in Kodagu and Sakleshpur regions in the State in the recent times.

Inspector-General of Police (Southern Range), K. Ramachandra Rao, who was instrumental in organising the “tri-junction” meeting, told The Hindu on Sunday that a database of the naxals operating in the forests in the three States was exchanged on the occasion.

`A number of power point presentations were made by officers on their experiences from the three States, including difficulties associated with the combing operations, Mr. Rao said.

The officers came up with the profiles and the modus operandi of the naxals.

The three States were dealing with the menace independently so far and the meeting had paved the way for a close coordination among them. Nodal officers had been appointed for the purpose and common information would be shared about the naxals in future, Mr. Rao said.

Naxal menace is only a recent phenomenon (since 2003) to the Karnataka police unlike Tamil Nadu and Kerala, which have been grappling with the problem since the late 60s.

‘Red corridor’

Mr. Rao confirmed that naxals were planning to create a ‘red corridor’ from Jharkhand to Wayanad in Kerala. Naxal elements functioned based on certain ideologies.

'They were sighted more in the Kodagu region in the recent times though their movement could not be ruled out in Mysore and Chamarajanagar forests.

More than 150 officers from the three States participated in the meeting.

There were three officers of the rank of Inspector General (IG) of Police from Tamil Nadu, several Superintendents of Police, two IGs from Kerala, apart from SPs and DySPs, three IGs from Karnataka, including himself, in the meeting.

The issue of border check-posts in coordination with the neighbouring States particularly in view of the Karnataka elections too came up for discussion, he said.

The officers from the forest department in the ranks of Chief Conservators of Forests, Deputy Conservators of Forests, officers from the anti-naxal force, law and order, internal security, Central intelligence, participated.

Governor’s adviser K. Vijay Kumar today stressed filling vacancies during a review of police modernization projects and assessment of the state CID and special branch (intelligence).

Highly placed officials said Kumar, a former CRPF director-general, reviewed the state security apparatus during a high-level meeting that was attended by senior officers at the police headquarters here.

Sources in the police headquarters said Kumar emphasised on filing posts of mid-rung police officers including assistant sub-inspectors and sub-inspectors, besides developing projects undertaken by the police housing corporation.

He questioned about anti-landmine vehicles used by Jharkhand police at present and the intensity of blasts they could sustain. He also wanted to know about developments in the modernization projects, which are largely funded by the Center.

“It was a general review of ongoing and coming police modernization plans. Kumar also reviewed functioning of CID and special branch (intelligence) wings of police,” said a home department source.

The high-level meeting was convened at a time the state has seen a spurt in crime.

Yesterday, while two men, involved with a construction project, were shot dead in Simdega by unknown assailants, while another was shot dead in an empty compartment of Jharsuguda-Tatanagar passenger train in Khunti.

Kumar also held a video-conferencing session with deputy commissioners and reviewed projects concerning his departments this afternoon.மேலும் பார்க்க

கோவை மாவட்ட முன்நாள் காவல் அதிகாரிகளின் சங்கக்கலந்தாய்வு மாதாந்திரக் கூட்டம் இந்த மாதம் 10-2-2013 ஞாயிறு, நகரத்தைவிட்டு வெளியில் நடைபெற்றது.  மேட்டுப்பாளையத்தை அடுத்த நெல்லித்துரை என்ற ஊரையடுத்த டி.எஸ்.பி. நாச்சிமுத்து தோப்பில் நடைபெற்றது. இயற்கையான சூழல். எங்கும் தென்னையும், கமுகும் சூழ்ந்த மரங்கள் அடர்த்தியாக உள்ள குழுமையான இடம்.

வெளியில் சாமியான போட்டிருந்த்தார். இருக்கைகள் இருந்தன. மீட்டிங் நடத்த கட்டிடத்தின் உள் அமைத்திருந்தார். சுமார் 45 பேருக்கு மேல் அங்கு கூடினோம்.  இயற்கையான காற்றில் வெளியில அமர்ந்து தேநீர் குடித்தோம்.  நாச்சிம்முத்து எல்லோரையும் வரவேற்று உபசரித்து நலம் விசாரித்தார். அப்போது மணிசுமார் 11 இருக்கும்.

 பின் கலந்தாய்வு கூட்டம் உள்ளே நடைபெற்றது. செயலாளர் வேலு முதல்வருக்கு அனுப்பிய மடல் குறித்து விளக்கிக் கூறினார். தற்போது கால்துறையில் பணியாற்றுபவர்கள் எதிர் கொள்ளும் பிரச்சனை குறித்து விவாதிக்கப்பட்டது.. முக்கியமாக காவல் துறையினருக்கும் வழக்கறிஞ்ஞர்களுக்கும் ஏற்படும் மோதல் குறித்து ஓய்வு பெற்ற நாம் எப்படி உதவுவது பற்றிப் பேசப்பட்டது. இணையதளம் பற்றிக் கூறப்பட்டது.   மத்தியம் ஒரு மணிக்கு கலந்துரையாடல் முடிக்கப்பட்டது.

பின் மதிய உணவு- அசைவம், சைவம் இரண்டும் ஏற்பாடு செய்திருந்தார். எல்லோரும் திருப்தியாக உணவரிந்தனர். நாச்சிமுத்துவுக்கு விருந்தோம்பலுக்கு எல்லோரும் நன்றி தெறிவித்தனர். பின் வெளியில் குழுமையான காற்றில் அவரவர் அனுபவங்கள், மருத்துவ ஆலோசனைகள், ஜோக்குகள் எல்லாம் சொல்லி ஆனந்தத்ததல் ஆர்பரித்தனர். ஆணிக்கால் உள்ளவர்கள் செங்கல்லை நன்கு சூடு செய்து அதன் மீது சிறிது பழுத்த எருக்கு இலையை வைத்து சூடு பொருக்கும் அளவு காலால் மிதித்து வந்தால் குணம் காணலாம் என்று மகேந்திரசிங் கூறினார். அதை பழனிசாமி அனுபவத்தில் உண்மை என்றார். ஆவரம்பூவை ஒரு பிடி சுத்தம் செய்து சாப்பிட்டால் கண்பார்வை நலமடையும் சர்கரைவியாதியும் குணமாகும் என்று சுந்தரம் கூறினார். வழக்கத்தில் உள்ள சொற்கள் மாறியது பற்றி சுந்தரராசன் கூறினார். இரகுபதி சில அந்தரங்க ஜோக்குகள் கூறி சிரிக்கவைத்தார். அங்கு மாமரங்கள் பூத்துக் குலுங்கின. ஜாதிக்காய் மரத்தில் மஞ்சள் நிரத்தில் காய்கள் இருந்தன.. மாடுகள் உள்ளன. மண்புழு உரம் தயாரிக்கிறார். மூன்று குடும்பங்கள் பார்த்துக் கொள்கிறார்கள். நாச்சிமுத்து அதிகாலை 4 மணிக்கு நடைப் பயிற்ச்சி முடித்துத் தோட்டத்திற்கு வந்துவிடுவார். சனி ஞாயிறு அங்கு நண்பர்களுடன் தங்கிக் கொள்வார்.. அவரது துணைவியார் மேட்டுப்பாளையத்தில் ‘சுபா’ மருத்துவமனை வைத்துள்ளார். அவர் பல்லாண்டு நலமுடன் குடும்பத்தாருடன் வாழ வாழ்த்தினோம். பேருந்தில் புரப்படும்போது நாச்சிமுத்துவுக்கு விருந்தோம்பலுக்கு மேலும் நன்றி கூறி பிரியா விடைபெற்றோம். அப்போது மணி சுமார் 3-30 க்கு மேல் இருக்கும். கோவை 5 மணிக்கு வந்தடைந்தோம். பின் அவரவர் வீட்டிற்குச் சென்றோம்.

நீதி, நியாயம், தர்மம், மனசாட்சி என்பவைகள் மனிதகுலத்தின் மகத்தான அரண்கள். எக்காலத்திலும் சுடர்விட்டு ஒளி கக்கும் சூரியன் போன்றவைகள். அவைகள் சாஸ்வதமானவை. அழிவதில்லை.

அவ்வப்போது அதர்மங்களில் திளைத்து அக்கிரமங்கள் செய்து அசுரவளர்ச்சியடைந்து ஆர்பரித்து அகங்கார போதையில் ஆணவ

மமதையில் அதிகாரம் செய்து ஆட்சி நடத்துவார்கள். அது அத்தனையும் தற்காலிகங்கள் என்பதற்கு சரித்திரமே சாட்சி. அவர்கள் செயல் அத்தனையும் மனித குலத்துக்கே எதிரான மாபாதகங்கள்

.அவைகளுக்கு எந்த மத மார்க்கத்திலும் மன்னிப்பு என்பதே கிடையாது.

அவர்கள் அனைவரும் மனித குணத்தை இழந்துவிட்ட மிருகங்கள்.

அவர்களின் அதர்மங்கள், அக்கிரமங்கள், அராஜகங்கள், ஆர்பரிப்புகள்,

அடாவடிகள், அகங்காரங்கள், அதிகாரங்கள் அனைத்தும் ஆதவன்

ஒளியில் தோன்றி மறையும் வானவில் போன்றவை. வந்து நின்று

வர்ணஜாலம் காட்டி மறையும் வானவில்கள் சுடர்விட்டு எரியும்

சூரியனை அழித்து விட முடியாது. வானவில்கள் நிலைப்பதில்லை.

சூரியன் மறைவதில்லை.

ஊழல் ஒழிய வேண்டும் என்பது ஒவ்வொரு உத்தம மனிதனின் உள்ளக்கிடக்கை. ஆனால், அதற்கு ஆயிரம் எதிர்ப்புகள், ஏகாடியங்கள்,

இன்னல்கள், இம்சைகள், இடஞ்சல்கள். ஊழல் எதிர்ப்பு ஒருபோதும்

உறங்கிவிடுவதில்லை. உழைத்தே வாழும் ஒவ்வொரு மனிதனின்

உள்ளத்திலும் உக்கிரமாய் கனல் விட்டுக் கொண்டிருக்கும் அனல். அது

என்றாவது ஒரு நாள் எரிமலையாகி ஊரைக் கொள்ளையிட்டு, உண்டு கொழுத்து ஊறித்திளைக்கும் ஊழல் பேய்கள் அத்தனையையும்

ஒட்டு மொத்தமாகச் சுட்டுப் பொசுக்கி சுடுகாட்டுக்கு அனுப்பி விடும்.

இது நிச்சயம் நடக்கவிருக்கும் சத்திய நிகழ்வு.

சோம்பித்திருயேல். சொல்லிவைத்தார்கள் பெரியோர்கள். சோம்பல் ஒரு நோய். அது சுறுசுறுப்பாய் இயங்கும் ஒரு மனிதனைச் சுணக்கி முடக்கிவிடும். சோம்பேறித்தனம் ஒரு தொற்று நோய்.  மற்ற நோய்கள் மற்றவர்களைத் தொட்டால் தான் தொற்றும். ஆனால், சோம்பலோ-அதில் சுகம் காணும் சொகுசுகளைப் பார்த்தாலே பற்றிக் கொள்ளும்.

சோம்பல் நோயின் விளைவுகள் விபரீதமானவை. சோம்பல் நோயாளியின் சுறுசுறுப்புச் சுணங்கி விடும். தொழில் பணவசதி படுகிடையாகிவிடும். இறுதியில் அவன் ஒரு நடை பிணம். அல்லது கிடைபிணம்.

நம் அமைதியும் அடக்கமும் கைநழுவப்பட்டால்

ஆற்றலும் ஆக்கமும் நம்மைக் கை கழுவி விடும்.

கருணைமிக்க கடவுளால் படைக்கப்பட்டு, இரக்கமற்ற மனிதனால்

கொலை செய்யப்பட்ட வாயில்லா பிராணிகளுக்கு
